    Hi GalanteJM 

    Please try create these measures:

    Avg = CALCULATE(AVERAGE('Table'[Value]),ALLEXCEPT('Table','Table'[USUARIOS]))
    Total = SUMX(ALLSELECTED('Table'[USUARIOS]),[Avg])
    Measure = IF(ISINSCOPE('Table'[USUARIOS]),[Avg],[Total])
