Project Online: Graph Project Task Finish Dates by Month-Year

Hello -

I would like to graph the number of project tasks by their finish date (ex. 5 tasks finish on 10/30/19), and compare that to the baseline expected finish date. The graph in excel looks like the picture below. Is anyone able to help me on how to code the new measure to count the number of tasks by date?
