According to this document:

The ProjectData service does not implement the $links query option or the $expand query option.

The issue is related to Project online endpoint. You can see: https://social.technet.microsoft.com/Forums/windowsserver/en-US/1b629bd4-08ca-4df8-b755-55d497fbf864/project-server-power-bi-odata?forum=projectserver2010general
