Problem with the report tooltip page

I suggest you could try to create a test report with simple data to check if your tooltip could work in Power BI Service.
If you still have the issue, could you share a dummy pbix file which can reproduce the issue, so that we can help further investigate on it? You can upload it to OneDrive or Dropbox and post the link here. Do mask sensitive data before uploading.)
In addition, you could download my test pbix file which show tooltip successfully in Power BI Service in my environment to have a tset.
