Looks like you need a measure along the lines of this:
Measure =
VAR CoreKey = SELECTEDVALUE(Table[Core-Key])
Return
Calculate(
[The average value you need] ,
ALL('Table'),
'Table'[City] = "City Average" ,
'Table'[Core-Key] = CoreKey
)
