A bug is very unlikely; 1-to-many relationships are at the core of the Power BI dataset.
One thing you can try is to use the clean and trim functions inside Power Query on the linkkey columns in both tables to get rid of nonvisible characters.
Without having access to the pbix I assume it's difficult to provide further guidance.
