I believe that when I converted your file, I lined it up with WGS 84 / EPSG 4326 -- geographic.

Step #1: select the shapefile using ArcGIS Project tool & set parameters
Step #2: Parameters selected
Step #3: Use mapshaper.org to convert shapefile to json format
Step #4: Save as TopoJSON
