I recently attended a class on Power BI at Microsoft and the facilitor said anyone within your organization (same email address) can view published reports online. So one person buys a license and creates then publishes report and gives others permission to be readers. We shared with 2 folks and it worked....they could see the published reports. We added a 3rd and 4th and every time they try to access the report on the web version they get a prompt that asked them to upgrade. Please tell me what I'm missing? I thought anyone within the org with the same email could view. Thank you!

For normal, if you want to share a private report to others, you and others both need the Pro license.
If you have purchased Premium and add your content to Premium, then when you share the content, the receiver could be free user.

Another way, you could publish report to web, then anyone could access it free.
But When you use Publish to web, the report or visual you publish can be viewed by anyone on the Internet. There is no authentication used when viewing these reports. Only use Publish to web with reports and data that the anyone on the Internet (unauthenticated members of the public) should be able to see. This includes detail level data that is aggregated in your reports. Before publishing this report, ensure you have the right to share the data and visualizations publicly. Do not publish confidential or proprietary information. If in doubt, check your organization's policies before publishing.

@NSain1 Is the report is in App Workspace ? Is the users who are not able to access the report, are they already used their free Pro License which is for 60 days ? Until the report is in Premium Workspace, the end users don't need any license to access it otherwise it requires atleast Pro License.

The report is in workspace. The two users that have visibility through the web app have been able to do so for over a month. They have not used the desktop version at all. When I tried to share the report with a 3rd person that's where the problem started. Again...two people with no Pro license can see the published/shared reports with no issue.
@NSain1 Did you checked the access levels settings to that workspace ? Are you able to see the users are in that list ?

Yes I can see them. I see the users and they are coded as readers.
Can you confirm that users do not have to have a Pro license to view published reports on the PBI web interface?
