Hi mmickells ,
To work around the issue, you can create inactive relationship (Close Location= Location) beyond the main active relationship (Open Location= Location) like the picture below, then using USERELATIONSHIP when create measure or column.

I'm just now been able to circle back around to this, but appreciate your quick responce. We will checking out your suggestion this week to see how it goes! We're pretty new to this Power Bi stuff so we may have more questions. I'll try to respond with an update later this week.
