I have a Matrix visualization that display tooltip as expected. The problem is that there are many cells in our Matrix that is blank but the tooltip will still appear when user hovers over the blank cells. Is there a way to prevent the tooltip from appearing when user covers over a blank cell in a Matrix visualization.

Currently the tooltip is applied to all values in a visual. It is not supported to disable it for blank values. You can create an idea at https://ideas.powerbi.com/ideas/ to let the product team know this requirement.

If I had a dollar for every time someone told me to create an idea to let the product team know for some basic functionality that never comes to fruitition years after request, I would use that money to create my own Power BI with all easily implemented basic functionalities.
Finally I've found here someone with the same mindset as mine!

I believe toolitps are either on for everything or off for everything. You can't selectively turn them on/off for specified cells in the matrix.
