Premium per user and incremental refresh
Is the incremental refresh available for premium per user accounts?
are taking about migrating users one by one or incremental ETL. As far as I know, the premium user will able to share with other premium users

Incremental refresh is now available for Pro users, and Premium per user is a new way to license premium features on a per user basis. It includes all Power BI Pro license capabilities
So it can also be refreshed incrementally
