i need to use power bi on azure databricks, there are around 500 users which includes 10 developers and remining 490 end users. the semantic model size is expected to cross 1 GB limit (even if i use incremental refresh) , i know if i go with F64 power bi license then it would be cheaper option rather buying 500 Pro or PPU licenses for all users however I would still want to explore any other licensing options in this case apart from busing F64 , are there any other licension options available as below mentioned?
1. one option is to assign pro to 500 users then semantic model size would be limited consider 1 GB would be small so i cannot go with this option
2. use mix of PPU and Pro ( 10 PPU and remining 490 Pro licenses) however problem in this case is 490 Pro users would not be able to view content created by 10 PPU users ( developers)
3. i cannot use premium capcity since microsoft is no longer offering it

I think that your summary and thoughts are pretty accurate. The only one I disagree with is that number 3 - they don't sell POWER BI Premium capacity anymore. They do sell Fabric Capacity though - and that is the equivilant to Power BI capacity.
But, your other points are correct that with 500 users using a premium capacity is the way to go. I am not positive that you have to have F64 though. It is possible that you can have a lower size F sku. You would need to take a look at the options that you really need rather than me just throwing a number at you. And then, you just need the 10 individual licenses for the developers.
There really isn't a better cost effective method that I can think of as the Premuim is the cost-effective solution once you get into that may users.

Microsoft has not completely removed Premium, but new purchases are now Fabric capacity (F-SKU) instead of the old P-SKU.
In practice:
P-SKU → legacy (existing customers keep it)
F-SKU (Fabric capacity) → current recommended model
In your case Fabric Capacity (F64) seems to be a perfect fit:
Semantic models can be much larger than 1 GB
Viewers do NOT need Pro licenses
Only developers need Pro licenses
