Hi lindembergpe -If still issue exists , please check your pg_hba.conf file on the PostgreSQL server to ensure that it allows connections from your client IP address with the correct authentication method.
Ensure that the version of the ODBC driver is compatible with PostgreSQL 9.4. Although you are using psqlodbc_15, which should generally work, compatibility issues can sometimes arise.
