PowerBI says Oracle.Database.Client is not installed when it is

Hi, I have PowerBI version 2.79.5768.1082 64-bit (March 2020) on my desktop, and have been using it successfully for some training using CSV files.  I tried connecting to an Oracle database, and got the message "The recommended provider ('Oracle.DataAccess.Client') is not installed..."  So I followed the link and downloaded ODAC122011_x64.zip for my 64-bit system.  Then I installed it, and it indicated a successful completion.  However, even after a reboot, I still get the same message.  Any ideas on what to check to see why it says it is still not installed?  Thanks in advance for any replies.

@RDaugherty , You need to make sure you follow the instruction in the read file. Also, make sure the path has been added to the environment, else will not work.
