I have a particular user that when he clicks on refresh a shared SharePoint excel file from Power BI desktop then he got the attached errors,
Can you please advise?

Seems like about credentials, please try to clear permissions in data source settings (Transform data->Data soucre settings-> Clear permissions) and reconnect it to try it again.
Or you can download the latest version of power bi desktop Jun 2020 to try to fix it.

@Anonymous does user has access to all the data source, maybe go to transform data and click refresh on each table and see which table fails to load, could be a permission issue. The first starting point to debug.
