PowerBI Visual Access

Hi – looking for help on getting access to get “Get more visuals” in PowerBI. I can search for and add visuals in PowerBI, using the 3 dots and then searching for the visual. When another user does it, he is not able to access any additional visuals and receives a “unable to sign in” message. Is there a specific license/access he needs to be able to get additional visuals? Specifically, he needs Gantt 2.2.3.
