PowerBI Triggers query refresh whenever I publish report

Hi,

 

I have a PBIX with many queries which import more than 2 million records and takes about an hour to run. I have scheduled refresh for these queries every Monday and they get refreshed off working hours then. However, now whenever I am making changes to report layout and publishing it to a workspace, it is also triggering query refresh. It only happens with one of my reports and the rest of reports do not have such issues. What could be the reason for this?

Appreciate any help or pointers in right direction.
