I'd like to suggest you take a look at official document to know which type of accounts can sign up to power bi:
Signing up for Power BI as an individual
Power BI requires that you use a work, or school, email address to sign up. You cannot sign up got Power BI using email addresses provided by consumer email services or telecommunication providers. This includes outlook.com, hotmail.com, gmail.com and others.
You can also contact to your tenant admin if they block to sign up with power bi service.
BTW, firewall rule can also caused the issue, you can check it if it block power bi request.
