PowerBI Desktop Resize Window Insanity Bug

In certain situations, the PNI Windows frame becomes un-resizable.  This seems to occur in multi-monitor situations primarily, when dragging pbi from one monitor to another, of different resolutions ...

Thanks - Yep I had figured out the Display Resolution recovery mechanism. 

However, I am using Power BI Desktop Store App which runs in a sand box. Try as I might, could not find that config file.

My real point, is WHY ? Seems minor thing, yet so aggrevating.

Regarding your issue, I have also tried adjusting the window size, but even at its smallest, the upper frame size cannot be changed:
