This is a limitation in Power BI when formatting a card with reference labels enabled.
As you can see, when the detail option is turned off, it works perfectly. However, when it's turned on, an automatic padding is added to the right, and we have no control over it.
This card was likely created using a custom visual or the HTML Content visual.
