Suppose you have contract id in your matrix.
1-Create a date table . No need to create relationship for it with your contract table
2-CREATE a Measure as below:
MeasureFlag = VAR _SELECTEDDATE = SELECTEDVALUE ( 'DateTable'[Date] ) RETURN IF ( SELECTEDVALUE ( 'ContractTable'[Valid From] ) <= _SELECTEDDATE && SELECTEDVALUE ( 'ContractTable'[Valid To] ) >= _SELECTEDDATE, 1, BLANK () )Put it on your matrix as a filter in FilterPane and set it as "IS 1".

What does your matrix visual and your source data look like, which fields have you applied to it?
