Below you'll find some clarification on your questions:
- There's a max of 1000 workspaces (https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-new-workspaces#limitations-and-considerations)
- Each separate workspace can hold 10GB (https://docs.microsoft.com/en-us/power-bi/admin/service-admin-manage-your-data-storage-in-power-bi#shared-capacity-limits)
- Premium offers several upgraded functionalities compared to Power BI Pro, such as: Larger datasets(10GB), all workspace users automatically have a licence, and higher refresh frequency (48x a day). (total overview: Pricing & Product Comparison | Microsoft Power BI)

Resident Rockstaryou dont have a quantity limit for workspace onely the 10 GB by workspace but between all yours workspace the overral data cant be more tham 10GB x quantity of pro licence example you can have 20 workspace but if you have 2 pro licence you can have between those 20 workspace 20GB of data stored btween all. with primiun you have a 100TB capacity + 10GB per pro plus any dataset cant exceed the 1Gb per dataset limit.
