You're not going to get a pop-up (unless the pop-up is part of the app), but you can embed it various ways.

the simple answer to your question: No, this is not possible.
A more elaborated answer.
Power BI does not support any kind of writeback operation.
There are different approaches how to bring writback to a Power BI report/app, like integrating a Power Apps visual into your report, or the Power Automate visual.
I would go to for an icon that is not stealing much screen estate from the report, where you can add an external link that points to website or M365 form where users can rate the report, report page, or the report page.
Hopefully this helps to tackle your challienge.
