Power apps in embedded Power BI

Hi,

We have a Web application that has Power BI embedded within it.  A Service Principle is used to handle authentication and access, so users do not need a Power BI licence.

I am looking into integrating a Power App within the Power BI report.  

Is there any way to use a Power App within a Power BI report without each user needing a Power App licence, ie can we somehow have a licence attached to the Service Principle so any user can open the report and interact with the Power App without needing a microsoft 365 account and Power App licence?
