Power Query - Replace Values

Hello,

In Power Query, when I try to replace Values (numbers by text), it was possible to 11 replace. When I tried to replace 12 value, apperars this message:

What's wrong?

I think it is not possble to replace numbers with text, but only text with other text.

The cell is formated with Text, and I want to replace numbers in the cell by text:

Ex:

In this example, I replaced the number 2 by "Activo" and I want to replace number 17 by "Inactivo"

I already replaced 11 numbers by Text. But, when I tried replace the 12 value, appear the error.
