This calculated column formula work
=CALCULATE(MAX(Table3[Туре]),FILTER(Table3,Table3[ltem]=EARLIER(Table2[Item])&&Table3[Start]<=EARLIER(Table2[Date])&&Table3[End]>=EARLIER(Table2[Date])))
