Power Bi report listing ALL workspace

Hi 

I'm trying to build a Power BI report for governance purposes. I should contain a list of all workspace and admin for each workspace. I have tried two diffent approaches to retrieved the data using the Power Bi Rest Api.

1) Using Power Query I called the Rest Api using the Bearer token. This works once, but to my understanding, I need to create a  dynamic query including user/password of a Power Bi admin to get the list of all Workspace.  This will not be accepted by our securtity guys. 
Question: How do I do this in a secure manner?

2)  Seceond approach was to let the Rest Api's be called by Power Automate. I've follow the guide, created an Azure AD app to use with Power Bi, delegated all possible permissions to it, but this app is still only able to get access to Workspace, where it has secificly granted accss. 

Question: How do I make it possible for an Azure App to access all workspace?

How do I create a Power Bi report with listing all workspace and users. 1) or 2) or am I'm missing something?
