Power Bi paginated report performance

I have a paginated power bi report. 

while loading initially i.e for the first time it is taking around 45 to 50 secs. 

but after its loaded first time If i again load it 2nd or 3rd time its coming in 25 secs. 

why am i experiencing this performance issue in paginated report.

yes i am using premium capacity.

Are you using premium capacity? Also, power bi paginated reports works best in import mode.
