Currently, it is not possible to expand/collapse Hierarchies in Tables/Matrix visuals in Power BI Desktop. An idea about this issue has been submitted in this link, please vote up this idea to make the team prioritize it.
In addition, by using Matrix Preview, you can only expand all items in a level at once, rather than expanding one category at a time. For more details, please review this similar thread: http://community.powerbi.com/t5/Desktop/Is-it-possible-to-have-a-matrix-preview-without-collapsing/td-p/187333 .
