As this issue is along with the preview feature PBI_enableWebView2 (Power BI Desktop infrastructure update), you can try installing an older version (Previous monthly versions of Power BI Desktop), then launch Power BI Desktop and disable the preview feature through File > Options and settings > Options > Preview features > Power BI Desktop infrastructure update.
