Power BI template

Hi

I have 25 excel files with the same column names but with different observations

I want to create a template and pass it to the wider team. Every user use the template and change the data source and do the report

I checked from the community that we need to save the report as a pbit file. However, I can't find any article about how external user uses the template and changing the data source? Can you please advise me? 

Also, what is the Power BI template app? Is it the same as pbit file?

Kindly advise me for the above two questions
