Good question. You can perhaps create a bookmark only for the table. Than they have to reset via a button the table. The ppl open the report, have their last slicer selections. And they reset with the button the matrix

the thing is everyone has the filters he applied saved whenever he opens the dashboard from his user, unless he reset filters then it would be as you mentioned.
