Hi,
I have created 2 power BI reports and I have created two separate team and assigned a user to each team. Now I want that user to see the report when logs in to his account so I have given the users access(read and reshare access) to the report which he suppose to see and given access to another report for another user which he suppose to see. Unfortunely one user can see that particular report when he logs into his account but another user (who has a different report access) logs into his account can not see the report. Please find the image of error .

It was the issue of license for Power BI Pro. It was resolved.

Have you defined roles and rules in Power BI Desktop? Please refer to this link to check your steps.
Are the reports and datasets you create in the same workspace? Please check if the users who can't view the report don't have the permission of view the dataset. Row-level security (RLS) restrictions on the dataset are in effect, so you only see data you have permissions to see based on your RLS role if the dataset is set RLS.

Are the two reports you created in the same workspace? Please check your RLS settings and try to republish and share your report.
