Hi all I have this question, it would be useful can tell me some way.
Many users save changes to an Excel Worksheet in OneDrive, which is used for publishing tables and KPIs into Dashboards and Reports through Group Workspaces. One particular user wants to be able to review the changes made to the Excel Worksheet (they just change the data, not the structure) by viewing the dashboards and reports in the Group Workspaces before anyone else, ie, he wants to view the “draft version”. Until this version gets published (until this user finishes his review), the rest of the users should see the previous version, ie, the last published version. This scenario would be similar to the SharePoint versioning (minor and mayor versions).

I think you would need 2 Excel files, a "published" copy and a "draft" copy. Change the draft copy, when it is approved, it over the published version.

Here I would agree with smoupre. As the data is updated at the data source side, we need to think out a solution regarding data source update in Power BI.
As there is no function available to allow Power BI to delay the data refresh in Reports or dashboard with Online Services.
Reports in group workspace is the same as the personal workspace, and reports or dashboards in a content pack would also update the data automatically.
Besides, if we would like to achieve this, we may consider to submit this in the idea forum:
