I have an application which will embed Power BI reports which will be used for users within an organization.
- All users need view access.
- Some users need edit access.

What are the main benefits of a premium capacity over a shared capacity for the organization?
What license is required for each user?

Is premium capacity required?
If your only purpose is to embed the Power Bi report into the application, the Embedded capacity is enough to be assigned to your workspace that all the free users can access the embedded Power Bi report, premium capacity is more useful and necessary in the non-embedded sharing scenarios
What are the main benefits of a premium capacity over a shared capacity for the organization?
The main benefits is regarding the dataset refresh speed with the maxmium refresh duration for the large dataset scenarios. You canfurther refer to this doc link

Edit access? Surely not...
One of the advantages of Premium/Fabric capacities is that only developers need a Pro license while report consumers don't need one if the content is share the right way (via the app)
For Power BI Embedded this is a whole 'nother story though. Recommend you go through the documentation.
