Power BI license for read-only by ISV customer

Hi,

I work for a global independent software vendor (ISV) and we would like to package Power BI reports in our products (not the Power BI software, just some reports).  

Many of our customers are large Microsoft enterprises and have Power BI licenses, but there are some that are not.  Is there a way that I can allow the customers without a Power BI license view the reports without having to purchase a license?  Maybe it's by only allowing them to view, but not modify.  

One thing I did not mention is that most of our customers use our products on-prem, and do not want a cloud-based solution.

@Anonymous You want Power BI Embedded, which are the A SKU's
