Power BI file size

Power BI Premium is a tenant-level Microsoft 365 subscription available in two SKU (Stock-Keeping Unit) families:

P SKUs (P1-P5) for embedding and enterprise features, requiring a monthly or yearly commitment, billed monthly, and includes a license to install Power BI Report Server on-premises.

EM SKUs (EM1-EM3) for organizational embedding, requiring a yearly commitment, billed monthly. EM1 and EM2 SKUs are available only through volume licensing plans. You can't purchase them directly.
Only Global administrators or Billing Administrators can purchase P/EMSKUs.
A SKU is for Premium trail and Power BI Embedding. It don't need you to be an admin and it can be billed hourly.
Note: Only the P Premium SKU gives free users the ability to consume content hosted in the Premium capacity. EM SKUs are used for embedding content.

the limit is for both:
When you publish a PBIX file from Desktop (...) you won’t get a file size limit message unless the file is greater than 1 GB. Additionally, the data will continue to refresh as long as the data model size does not grow beyond 1 GB. After that, refreshing the dataset will give an error message letting you know your dataset is too large, and it will fail to refresh until you filter the data model back down under 1 GB.
So you can just upload the file when it's below 1 GB and you can only refresh it as long as the data model is below 1 GB.

So you mean to say, even though the size on disk is 200mb, while refreshing in pbi service the data model might go upto 815 mb , is this what the size shown in vertipaq analyzer means?
Also if that is the case, can i refresh manually in desktop and publish it?

The size 200mb should be the size of your pbix file. And the Total size 815.27MB is the size of your data model. Pbix file in Power BI will highly compress the size of your data model. You see in my sample, my data model is 3.2MB but the size of pbix is just 217 KB.
If you are in shared capacity(free or pro), you have a limitation of storage and ram to 1GB. When you refresh your dataset (Import mode) in Power BI Service, power bi will unzip your dataset, and load the data model into memory(Ram). So you need to make sure the size of your data model is less than 1GB (the size of pbix file is highly compressed, so it is less than 1GB.) or the refresh will failure. Or you can assign your workspace Premium, then you can get the larger storage and larger ram. For Reference: Size considerations
You can publish your report into Power BI Service and refresh it in Service after you install a gateway and configure credential correctly. For Reference: Add or remove a gateway data source
Refresh your report in desktop and republish it is also ok.

If workspace is assigned premium capacity, what is the limit on each dataset size?
