Power BI embedded read-only users without license
I am trying to have a user without a power bi license view our embedded reports with read-only access but cannot obtain the Microsoft access token.
The scope for the login request is:
scope: ['https://analysis.windows.net/powerbi/api/.default']
Our license capacity is: Premium Per User - Reserved SKU: PP3, Region Canada Central.
Afterwards we hope to request read-only access in the embed token request. Is this possible with the current license capacity?

In the ppu, you can't share reports to Power BI users who don't have a license. You need to have a Power BI premium capacity or a Power BI embodied capacity to embed the report for free Power BI users to access.

If you have a PPU license, your users need to have at least a PPU license to access your reports.
