Power BI conditional formatting logic not being accepted

I am not sure if this is a bug or what. I could make the logic work in the previous version of Power BI but now that I have installed the Nov 2019 release, it just won't accept it. Isn't "greater than or equal to minimum" and "is less than 0" a valid logic. I had to input a decimal number that is almost 0 (like 0.0000000001) to make it work and when I tried to edit the logic again, the number returned to 0 instead of the decimal number i initially inputted.

I tried to re-pro the issue from my end with the older version of the Power BI Desktop (Aug-2019).

 

Even though if we give decimal number also it is going to convert to number.

Ex:- 1000.85 -> 1000

After that i tried to re-pro it with decimal like below. But having the same issue, after refresh it got changed from decimal to number.
