Power BI and SharePoint
I currently have a PowerBI report that I am constantly making changes/updates to. I have this report published on a SharePoint site. When I makes changes, do I need to publish the report, give share permissions and link to the SharePoint site every time? Is that something that auto-syncs, or is there a way to refresh from SharePoint?
I added "Attendee Report" to PowerBI. Current view:

Does publishing the report to SharePoint site mean embed your report to SharePoint site?
If this is indeed the problem, the answer is yes. When you republish your report to Power BI Service, it will auto-syncs your report to your embeding report in Sharepoint site. You just need to refresh your browser.
My Test:
Initial report has only one page.
Then I add Page2 and Page3 in the local report by Power BI Desktop and republish it to service.
Refresh browser, result is as below.
Report in Sharepoint site will show 3 pages.
After republish the report, you don't need to give share permissions and link to the SharePoint site every time.

You cannot publish reports to Sharepoint sites. Did you mean to say that you uploaded the .PBIX file to a Sharepoint folder?
