Power BI Upload refresh greyed out

Please try below ways:

1. Please try to install data gateway in the local machine that could access the SQL data source, then create gateway data source in Power BI Service Portal and set the dataset connection settings, then please try to refresh

2. If you already have a gateway installed locally that can access the database, contact the gateway's administrator to share this gateway with you to create a connection to the data source, or you can contact the gateway's administrator to share a connection to a database that already exists for you to use.
