After publishing the report, ensure you have selected "reset" - to reset the page to its original published form.

Hello! It happens to all users - I want to make sure there are no slicers at all time and then people can select as needed.
b-kopik Check below option and publish to PBI Service - This will open the Power BI File in original state with no slicers selection in Service. It will prevent from saving slicers/filters.
File > Options & Settings > Options
