    SeesideExtended , Power bi On-premise have a lot of limitations and on premise will also require network connectivity (not internet, Assuming LAN/WAN)

     

    Just check VLAN can setup can  help

The Power BI service is a cloud-based service, or software as a service (SaaS). It supports report editing and collaboration for teams and organizations.

As far as I know, PBI service cannot ignore internet connectivity
