Regarding Power BI Report Server licensing:
You have two options:

SQL Server Enterprise Edition with Software Assurance (SA) ā includes rights to use Power BI Report Server.

Power BI Premium Per Capacity ā purchasing a P SKU (like P1) also entitles you to deploy and use Report Server.
From real experience:
I worked on a project with Power BI Report Server, and honestly, the experience is much smoother than people expect at first.
The work process is very similar to Power BI Desktop, with a few important differences:

Some newer features are not available, especially Preview features like Field Parameters.

Tip: Always stay at least two versions behind the latest Report Server release. New releases can have issues, better to wait for stable versions.

Refreshing reports is managed through the server, similar to SSRS.

Deployment: Instead of "Publish," you save or upload the
.pbixfiles directly to the Report Server.
