Power BI Report Server Licensing

Hello,
I have difficulties publishing my first Power BI report.

When I click on "Need a Power Bi account. Try for free" I receive:
"We can't finish signing you up.
It looks like Microsoft Power BI isn't currently available for your work or school.
".

Here is the steps:

Click on TRY FREE under
POWER BI
Cloud collaboration and sharing
I am getting:
Sorry...

How can I publish my report?
