Power BI Pro license - query
Hi,
I work for an organisation as a Power BI developer, and I have a Power BI Premium license.
The visuals are essentially a matrix gauge, table, and graph.
They have a need to export to excel.
If they are not developing, would the rest of the business be able to access the reports using a Power BI Pro license?

Hi ashmitp869,
Based on the workspace settings you shared, your workspace is currently hosted under the Premium Per User (PPU) license model. In this configuration, only users who also have a PPU license will be able to access the content published in that workspace. This is by design and aligns with the Power BI licensing model. If users with a Power BI Pro license attempt to access content in a PPU workspace, they will be prompted with a message asking them to upgrade to a PPU license which is what you observed.
If your goal is to allow Power BI Pro users to access this content without requiring a PPU license, you’ll need to move the workspace to a Premium Capacity. Workspaces backed by Premium Capacity allows Pro users to publish content, and even free users to view reports via Power BI apps or embedding, depending on how the content is shared.
Please note that this option is only available if your organization has provisioned a Premium Capacity (not just PPU).
If a Premium capacity is not available in your tenant, the only way to allow access to this workspace’s content is to assign a PPU license to each user.
If I misunderstand your needs or you still have problems on it, please feel free to let us know.
Best Regards,
Hammad.

Yes for sure, the rest of the business can see the reports with a Power BI Pro license, even if it was made with a Power BI Premium license. If the report is in a Premium workspace, users with a free license can also view it if they got permission. But if it's in a normal workspace, everyone who wants to see it needs a Pro license.

Hi ashmitp869 Yes, the business can access reports with a Power BI Pro license if they are hosted in a Premium Workspace, as Premium capacity allows free access for viewers. Pro users can export data to Excel if exporting is enabled in report and workspace settings. Editing or sharing reports outside Premium requires a Pro license.

Hi ashmitp869 Your workspace is hosted under "Premium per user," so users with Power BI Pro licenses can access reports if permissions are granted. However, users without Pro licenses cannot access them unless the workspace is in Premium capacity.
