Power BI Pro License

When I publish reports with a Power BI Pro License am I able to assign over Pro Licensees to view the reports or do all Pro users have access to the reports?

    Hello Anonymous 

    You would have to share the report with the user before they would be able to see it unless they are members of the work space where the report is published.
