Power BI Pro Cost Inculsions
Does the Power BI Pro license cost include the following:
1. Power BI Services (to publish the reports)
2. Enterprise Gateway

Do you mean that publish reports from Power BI Desktop to Power BI Service? If so, both Power BI pro users and Power BI free users can publish reports to Service and use Enterprise gateway.
