Update: I managed it after DELETING the default message that appears when making a publication on the PBI Service (tenant).
Apparently it is a problem related to the screen resolution.
the scroll bar disappeared.
Disable:
Show a custom message before publishing reports

Hi @adoster, thanks. I've been trying since yesterday, however, it doesn't work at all, I've already clicked ESC to exit and return, but it doesn't work.
Just to clarify we hit the ESC button to close the Publishing window. Then click publish again and it was fixed. This worked for all our users in our environment but perhaps isn't a global fix.
Also this has to be done on each file.
This seems to be an issue for everyone with the update this morning.
The fix is to hit the ESC key and then go back in. You should then see the Select button to publish.
