The Map Shaper visual allows for ShapeFile, TopoJSON, and/or GeoJSON files. You can probably begin your journey by heading over to Data.Gov or United States Census Bureau and search for the data granularity you need / want.
I believe it goes all the way down to block level which is more than enough to get your township data. Download whatever granularity it is you need and then merge them together. You can use a site called https://mapshaper.org/ or https://findthatpostcode.uk/tools/merge-geojson , or other alternatives to merge them together.
